Connecting regulation and recycling rates

Increasingly both federal and state lawmakers in the United States have introduced and passed legislation with a goal to reduce pollution, raise recycling rates and increase the use of recycled content in products and packaging.

The bipartisan Recycling Enhancements to Collection and Yield through Consumer Learning and Education (RECYCLE) Act, introduced in 2019 by Sens. Rob Portman and Debbie Stabenow, has been included as part of the Infrastructure Investment and Jobs Act as of August. The legislation will authorize a federal grant program through the Environmental Protection Agency (EPA) to educate households and consumers about residential and community recycling programs.
